In virtually every jurisdiction, the registration number and any validation stickers must remain fully visible and unobstructed. As long as your frame does not cover them, you are safe. That is the single rule every compliance question reduces to.
United States: State-by-State
No federal law bans license plate frames. State laws vary, but almost all say the same thing: the state name, plate number and registration stickers must be readable. A few states add minor restrictions on tinted or reflective covers — which is a different product from a frame. A standard open-center frame passes everywhere.
Europe: UN & EU Standards
Across the EU, the standard 520 x 110 mm plate must stay fully legible, including the blue EU strip and any country identifiers. Frames that sit around the plate edge — rather than over the number — are accepted. The practical test is the same as the US: nothing covering the digits.
